You could beat it eventually as a Free to Play but will take a while to grind out your weapons supporters to the point where you can be strong enough and skilled enough with your character to progress to the next level. It also heavily favours the 'Pay To Win' model. It isn't really something that is intended for you to beat easily or right away. I do not assume to know how long you have played for or your skill but it is worth noting, arena tower is 'End Game' content and it is really something that is there to challenge you over and over until you finally beat it.

I figured it out eventually once I was strong enough to beat it but I just work my way up as far as I could and then worked on getting more familiar with different character builds and how to play them and eventually spending a bit of money too. :P I too found a few people in my friend list with impossibly low CP teams and were at the 50th floor which I could not understand. Sounds like you are just struggling to beat it and are a bit upset, that compounded by the fact some people in your friend list obviously cheated to do it and you won't lower yourself to that dishonest behaviour. I do sympathise and totally agree with the OP that there are cheaters in Arena Tower and Time Attack but it is not like 'everyone' is cheating. So I agree about cheaters getting removed but you should focus on having fun with the PvE content, unless you are a whale who spend money in order to be number one then go waste your money :3 nobody cares, if you are the number 1 player in arena. Honestly who cares about the PvP content ? If you are the fastest to clear the time attack.
Well they do ban cheaters for one, for second low level players can complete the tower using a friend character that his very strong and even if I have beaten the tower I could just but low lever character in the team so you'll think that I've cheated the tower when I did not. Can't developers do something about an anticheat / antimod to wipe out all this noobs?

This though makes me proud of my gameplay because I have character full grown at max level only due to my effort and skill and not because of cheats.
It's obvious they all cheat, it makes me sick and throw the experience of this game away. I tried to pass the Arena tower level with Kurenai as boss with one character of a player in my friend list who goes up to the last floor.
